Unfortunately we do not have the feature to limit the amount of additional guests that they can RSVP with. However, you can remove the option for them to indicate how many additional guests they can add(REMOVE ADDITIONAL GUEST OPTION). We would recommend for you to use the NOTES section instead for them to indicate how many guests they are adding and you can then simply go to their RSVP and manually change the amount for the specific guest.
